got the Roosters from the forums on League Unlimited (www.leagueunlimited.com) and the Cowboys from a story posted on the Cowboys website.
Most (if not all) teams post their Under 20's teams on their websites at the same time as their NRL sides, so you can usually find them before they get printed (in the media/Big League).

I actually run the Under 20's forums over at LU and post up the Toyota Cup Teams when I can find all the teams and when refs are announced.
I must have missed the article on the Cowboys website so thanks.

Golden opportunity for Cowboys under-20s

THE Cowboys will have a golden chance to shake off the wooden spoon in their Toyota Cup clash this afternoon when they take on the 15th-placed Sydney Roosters.
The Cowboys currently sit in last place on the NYC ladder with just one competition point separating them from Sydney and just two splitting them and the 14th-placed Cronulla Sharks.
But coach Grant Bell will not be using that as a motivating tool for his young charges to snap a three-game losing streak today. "It's not something that we've talked about, we've talked more along the lines of taking each match on its own merits and play our best," he said.
"And if we come up with the right results we'll push some sides below us."
The Cowboys looked good for most of last week's contest against Parramatta before a weight of possession against them ultimately cost them the game.
Bell said he had addressed that with the players and said the clash with the Eels was a game that was there to be won.
"I think for certain it was a game we were right into," he said.
"But possession swung Parramatta's way, they got a good run of possession for probably a 20-minute period in the second half and that just took some puff out of us and it just made it harder to get back in."
The under-20s will kick-off at the earlier time of 3.30pm with the Australian Schoolboys to take on an English academy side as the main curtain-raiser to the Cowboys-Roosters clash.
Bell said the earlier time would offer no advantage to the home team despite the fact temperatures have plummeted in Sydney.

Solid victory for Toyota Cup Cowboys

The Cowboys Toyota Cup side have chalked up their third win with a 24-16 victory over the Sydney Roosters at Dairy Farmers Stadium.
The team started well with inspirational captain Ryan Carr opening the scoring in the 21st minute and by half time the Cowboys held a 10-0 lead.
The Cowboys maintained a good momentum throughout the match and while the Roosters came back in the second half, they couldn't rein the Cowboys in.
Holding a 20-16 lead with five minutes to go, it took a brilliant try by Obe Geia, beating several defenders over 50m, to put the result beyond doubt.
Both Ben Lancini and the Roosters Antonio Winterstein scored two tries in this entertaining match.

FINISHING the season on a high note will be the Cowboys under-20s' main focus after their 24-16 win over the Roosters on Saturday lifted them two places off the bottom of the NYC ladder.
The win allowed them to leapfrog Sydney and Cronulla, improving their record to three wins and three draws for the season.
Coach Grant Bell said he would be taking the remainder of the season a game at a time but remained hopeful they could avoid the wooden spoon in the competition's inaugural year.
"We're always aware of what's happening with the competition table but as much as anything the guys are talking one game at a time," he said.
"It is nice to be able to move up a couple of pegs and that's probably our weekly goal, just see what happens with other results and see what happens from there."
The win snapped a three-game losing streak for the club after they let an early lead fade away against Parramatta in round 20.
And Bell praised his troops' resilience to hold on for the win in a real arm-wrestle.
"As I said earlier in the week the boys have been right in the game for quite a number of weeks and tonight to get the win was very pleasing," he said.
"I think the game stayed in the balance, it was very much a backwards and forwards sort of contest and I think that allowed us to manage the game.
"I think we were better at doing that, we kicked well, we kept them down their end and then we were prepared to tackle pretty well too."
Tom Humble played a starring role from fullback after missing last week through suspension.
"He certainly played well at the back there, I thought Humble had a very good game, I thought Ben Lancini played very well on the wing and I thought Ben Spina through the middle had a very strong game," Bell said.
In the main curtain-raiser to the Cowboys clash, an Australian Schoolboys team piled on the pain against an English Academy team with a crushing 68-6 win.
Former rugby league bad boy John Hopoate's son William bagged a hat-trick of tries in the lopsided match while five-eighth Jordan Ranking scored twice.
